Jim Starr, a 36 year old disabled man, was told by the Driver and Vehicle Licensing Agency that he can no longer use his specially-made chair because it has caterpillar-treads instead of wheels, and such a width and length that it technically classifies as a tank.
The reason why Jim needs this “tank” is because it allows him to do things that normal wheel chairs would not permit. For example, with it he is able to ride it through snow, sand, and even into the surf of his local beach. Jim said: “The whole idea of the chair was that I could go down to the beach with the kinds.” Ultimately, it extends his mobility and for the most part, cannot be used as a dangerous weapon.
After inspecting the wheelchair further, authorities gave Jim permission to use it on private land. This wouldn’t be much of an inconvenience if getting to private lands didn’t require going through public lands.
